40 of 71
Norway’s count rises from 31 on TED to 71 once Doffin is added; in Finland, Hilma-only notices outnumber those on TED. If you only watch TED, you miss most of the Nordic market.
32% vs 17%

30% vs 7%
Nordic RFIs, prior information and market dialogues vs the rest of Europe — a window to shape requirements.
€48.6M
Danish Defence high-bandwidth, low-latency SATCOM framework, won by Marlink (converted from DKK 363M; a framework ceiling).
Claude
Norsk Helsenett procured the AI tool Claude (awarded to Anthropic); Sikt and Finland’s Yle went to market for Claude and Claude Code licences.

New AI and space tenders from TED, Hilma and Doffin every week, plus the full Radar #1 Nordic Edition.
Public-sector procurement of artificial intelligence (machine learning, LLMs and generative AI, computer vision, AI compute) and space (Earth observation and satellite data, satellite communications, ground segment, launch and space systems). Radar #1 covers notices published from 1 January 2025 on TED (all EU/EEA buyers) and on the Finnish and Norwegian national portals, with Swedish annual statistics as a separate layer.
We query each source with AI and space terms in 23 languages and space CPV codes, then classify every notice. A notice is core when the AI or space term is in the procedure title (or it names an AI product, or uses a space CPV); description-only mentions, minor AI lots in large IT frameworks and GNSS user equipment are kept in the dataset but excluded from headline numbers. Change notices supersede originals, national notices that also appear on TED are deduplicated (by TED publication id or eForms notice UUID), buyer and winner names are normalised, and values are converted to EUR at ECB reference rates.
We measure precision by hand-labelling random samples. In a fresh out-of-sample check of 60 notices (12 Oct 2026, rules frozen beforehand), 82% of core notices were clearly about AI or space procurement and 94% were at least partly (95% confidence intervals 66–91% and 80–98%). Description-only matches are noisier (37% / 74%), which is why they are excluded from headline numbers. Every issue reports its precision.
Procurement Radar is AI-assisted: AI tools help classify notices, translate titles and help write parts of the text. Every issue is reviewed and edited by a human before it is sent, translations are marked as ours, and every listed notice links to its official source. We say this openly in line with the transparency principles of the EU AI Act.
No. Procurement Radar reports facts from public procurement notices and our analysis of them. It is not legal, financial or investment advice. Always confirm deadlines, values and requirements on the official notice before acting.
Alerts tell you a notice exists. The Radar adds analysis: multilingual classification, cross-source deduplication with the national portals, EUR values, buyer and winner normalisation, and an analyst’s read on what the numbers mean.
