1. Provider and scope

These terms govern the free Procurement Radar newsletter and paid subscriptions, reports and datasets (the “Service”) provided by Arctic Dragon Oy (“we”). The Service is intended for businesses and public-sector organisations. By subscribing or purchasing you confirm that you act on behalf of an organisation or in your professional capacity.
2. Purchases, reseller and payment
Paid plans are sold through Stripe, which acts as our reseller and merchant of record. Stripe processes payment, calculates and collects applicable VAT or sales tax, and issues the receipt or invoice; Stripe's purchase terms apply to the payment transaction. Prices are shown in EUR; applicable VAT is calculated at checkout.
3. Subscriptions, renewal and cancellation
- Subscriptions run monthly or annually and renew automatically for the same period at the then-current price until cancelled.
- You may cancel at any time via the link in your receipt or customer portal, or by emailing us. Cancellation takes effect at the end of the current paid period; you keep access until then.
- Fees already paid are not refunded, except where required by mandatory law or where we fail to deliver the Service.
- We give at least 30 days' notice of any price change, which applies from your next renewal.
4. Licence
We grant you a non-exclusive, non-transferable licence to use the Service content for your organisation's internal business purposes. Pro is licensed to one named user; Team to up to five named users within one organisation. You may quote short excerpts with attribution to Nordic Signal Research. You may not resell, redistribute, publish, share login access to, or make the reports, datasets or newsletter available to third parties, or use them to build a competing product. All rights not expressly granted are reserved.
5. Nature of the content
Procurement Radar reports facts from public procurement notices and our analysis of them. It is produced with the help of AI tools for classification, translation and writing support, and reviewed by a human. Despite our care, content may contain errors or omissions, and coverage of notices is not guaranteed to be complete. The Service is provided “as is” and is not legal, financial or investment advice. Always confirm deadlines, values and requirements on the official notice before acting.

7. Limitation of liability
To the maximum extent permitted by law, our total liability arising from the Service is limited to the fees you paid us (via Stripe) in the 12 months before the event giving rise to the claim. We are not liable for indirect or consequential loss, such as lost profits, lost tenders or business interruption. These limits do not apply to liability for wilful misconduct or gross negligence.
8. Changes to the Service and terms
We may develop or change the Service. We will notify paying subscribers by email at least 30 days before material changes to these terms take effect; if you do not accept them, you may cancel before they apply. The latest version is always available on this page.
9. Governing law and disputes
These terms are governed by the laws of Finland, excluding its conflict-of-law rules. Disputes are resolved primarily through negotiation, and otherwise in the District Court of Oulu (Oulun käräjäoikeus).
